MATTERS FOR CONSIDERATION OR REVIEW

4. Call-in of Cabinet Member Decision: Revenue Budget 2015/16 Fees and Charges for Highways, Planning and Design Public and Community Transport

In accordance with Paragraph 17 of the Scrutiny Procedure Rules, 7 Members of the County Council (Councillors Connett, Dewhirst, Greenslade, Hook, Way, Wragg and Younger-Ross) have invoked the call-in procedure in relation to the decision of the Cabinet Member for Highways Management Flood Protection taken in accordance with Paragraph 11 of the Scheme of Delegation as set out in Part 3 of the County Council's Constitution on the charges for Highways, Planning and Design Public and Community Transport contained in the Revenue Budget 2015/16, as notified to Councillors on 20 March 2015; particularly, to assess the business case for the proposed new charges for disabled parking spaces, access protection markings, residential and charity parking permits and doctors spaces (i.e the specific proposed charges at items 7, 22.1, 22.2(d) and 30 on the attached schedule) on the grounds that the decision was silent on the methodology used to arrive at the new charges and what preliminary consultation, if any, was undertaken, nor does it indicate how much the council expects to generate from the new charges, and if there are any circumstances when proposed charges may be waived due to local or individual circumstances.

The Cabinet Member decision form and accompanying documentation (CS/15/17 - supplementary information CS/15/17), is attached (Page 1).

The Committee s views will be reported to the Cabinet at its next meeting on 8 July 2015.

5. Public Transport Budget

The Cabinet on 10 June 2015 was to be recommended to invite this Committee to comment on the proposals emanating from the review of the County Council s funded bus services in line with the Policy and Budget Framework Rules prior to the Cabinets final consideration and determination of this matter on 8 July 2015.
